Diesel Bombers - Acts like its starving for fuel

Just recently i was on the interstate doin about 70 mph and my truck felt like it was getting blown back by the wind a good bit so i sunk my foot a little more on the pedal and it made a real deep boggy type noise so i coasted till my exit... stoped at the red light and the truck was idling real low almost like a lope tune... put it in park, revved it up and it did the trick, went back to normal... went home changed the fuel filter the next day and it was real dirty with a weird gooey coating... still didnt fix the problem. problem just got worse, everytime id get in high rpm it would do it until i shut the truck off.. i was pulling out of my driveway for work the other morning and it stalled and wouldnt restart... coasted back to the house and it hasnt started since... had both batteries tested and both were good. Checked all sensors, all good... Changed the CPS.. fuel pump was working great until today, drained the fuel and it wouldnt refil.. so i cleaned the bowl and dont know what to do next. Thanks!:scare2:
