96 7.3 Strange No Crank Issue
 

I replaced my starter and now when my ignition is activated my dash lights flash for about one minute and it will not crank. I connected a push button starter switch and it works fine.
I am just not getting a signal to my solenoid from my key. My number 2 relay is also cycling continuously when my key is on until I start it. I bought the truck used an am unaware of any security system. This actually happened about three years ago when I changed out the previous starter. All I did to fix it was remove the wires from my solenoid and reconnect them and it stopped. That is not working this time.
Has anyone else ever experienced this issue?
