Sluggish Acceleration

When doing a moderate acceleration, no matter chip position, the truck acts sluggish and at times will "spit and sputter" as if it werent getting any fuel. That issue gets worse if throttle is increased. However, if a steady throttle is applied to 75% it seems that there is no issue. With that said I seem to only be running about 18lbs of boost in a hard acceleration on position 6. I just purchased a new fuel filter and I'm going to give that a shot, but just before changing it I noticed a small connector (90degree insulated, red wire) that was just hanging out. I couldnt figure out where it could possibly go.

-Is there an effective way to test boost pressure without a gauge?
-Will an incorrect signal to the PCM fluctuate fuel pressure?
