Can a stock turbo off a 01 be used on a 95 as an upgrade? Or will an upgrade for a 01 fit a 95?

no, they mount different. they are pretty much the same turbos anyways, the SD turbo came with a smaller turbine housing and a wastegate.

Are you asking if it is possible or worthwhile?
- Possible, but you have to replace the up-pipes, exhaust collector, pedstal, downpipe, air intake, plenums, TP-38R turbo, and you still wouldn't have controls for the wastegate (because the harness and electronics isn't there). You would have to mod for that anyways. Then you would have to build a custom "Y" pipe... or go with an SD IC. So then... you would be looking at around $2000-$3000 in parts to be at stock for another year(s) series...

I have pondered if that was really worth it to do...
- Common sense might indicate that there might be many other more worthwhile ways to spend my money that would provide more gains than that would.
- As just turbo kits, you could buy a T-4 kit and T-4 turbo (S366 or S468) for about the same money... and be a lot more ahead.
