1997 powerstroke hard starting

i got 1997 powerstroke. i have changed oil, fuel and air filter, as well as installed two new batteries. it has to hurnt over 15 -20 times before it starts. then it will start good until it sits for half hour then does same thing. could this be bad glow plug relay ar anyone have any ideas. could it be fuel bleed back or oil bleed back from high pressure oil pump. any imput would be appreciated thanks mike

glow plugs or relay are your best best, could also be a weak starter

What is the best glow plug relay to use? I have had a motorcraft and a napa relay die in my 99 7.3L and now I need on for my 97 7.3. Does anyone have the stancor relay and think its worth the money? I got a price for one from the IH dealer around here too, but cant see it being any different from ford's quality
