Did you change the frame rail filter also? if so be sure the cap is tight and not losing suction there. if you did that, probably the lift pump, located on the frame rail. after i changed my filters, i found that my pump was bad. ran, but no pressure.
after i installed the new pump, it filled the top bowl up in about 2 seconds. |

Sounds like the lift pump is bad

Would you say that even though it worked prior to cleaning and after installing it does come on and off when I turn the key?

Yes. Mine was working fine as long as it was primed.
When I changed the filters and took away all the fuel, it was not strong enough to prime itself. |
