More on 6.0

Got everything back together after irp came apart, replaced irp and hpop, and now cannot get high pressure.
Just replaced all the orings in the injectors and the rails and while trying to start the irp came apart, was afraid some may have got into the pump as I had not got pressure to build up.

Have disconnected the glow plugs and ran three can of fluid thru it, not counting all the times without the fluid, nothing.
Hooked it to ar yesterday and got the following.

Code P2290 - Injector control pressure too low (of course the glow plugs code)

The read out on the ar

Irp reg 14.84%
Irp volts .29
desired pressure 1462.
actual 88.94 (87 to 90)

Anyone have any suggestions, this is the third time I have been into the pump and is the first time that have had trouble getting pressure to build.

Those readings are odd, if the actual ICP is that low then the IPR should be high around 85%, on the 03 and 04s you have to be real carefull with that orange Oring that sits on top of the pump and goes up into the cast iron pump cover, if that oring is torn it will not build pressure either. I'm still trying to figure out why the IPR duty cycle is so low, maybe a connection.
