ford 85 6.9 no fuel through IP

My brother is out of state with my truck and it broke down. Here is what we know so far. He pulled into a truck stop and the truck started a high idle and then quite. That usually happens when it runs out of fuel. There is fuel getting to the IP. It looks like the shut off and metering solanoid are working. They are clicking anyway. Could the shut off solanoid still be the problem. It seems to me like it is. The reason I say that is my glow plugs quite working rescently and I have needed to start with either. A few mornings either was not doing anything and then all of the sudden pop and it starts right up. Like the fuel supply suddenly opened. Now either does nothing to try to start it. Should either do something to it even without fuel. Someone told me that without any fuel supply either might not even fire it. Does that sound right for a 6.9? So basically the problem has got to be the fuel shut off or timing. Is there a way for the fuel shut off to be by passed to get him home? It is 4 speed so the engine could be killed to shut it off when needed. If the problem is in the timing what could have happened so suddenly, no abnormal engine noise was heard. The engine is suppose to be a factory replacement with only about 25K miles. Need help asap if someone has any ideas.
