'95 Torque converter locked up and stalls motor

'95 3500 90K miles, tranny was rebuilt just 9K miles (24 months) ago and nothing but a 6X10 trailer pulled with the truck since then. Now the torque convertor is apparently locked up and stalls the truck at stop lights but shifts fine at highway speeds. Tranny re-builder wont warranty the tranny since it was built for the previous owners and was 24 months ago even though I have the paperwork & receipts for the work. That said I dont trust these guys to fix it but took it to another shop who just now tells me it need a new converter and the valve body and radiator cleaned. Does this sound right? What should I expect to pay for this work. Trying to avoid another screwing. :ouch:

Thanks!!!

sounds like a valvebody problem to me i would start there since it controls lockup with a valve that sounds like is sticking in the locked position

sounds like there is a torque converter lockup switch installed and somehow it is engaged there are some posts on here about how to install the switch yourself
