01 dodge cummins hard start good fuel psi
 

i got a 2001 dodge cummins that is killing me it wont start. im told its the vp44 but im getting the correct fuel psi befor the lift/transfer pump after the inlet and outlet ports. it goes up to 5psi when i turn the key then down to 2psi when cranking then goes to 15psi when finally running. i had the pressure gauge hooked up took it down the road got on it and the lowest it got was 8 or 9 psi but just cruising it was 12-15psi no boad color smoke. the only time it smokes is when it finally starts its white goes for a couple seconds and clears up. the truck runs super smooth gets 18-22mpg i drove it for 2.5hrs with out a flaw no studdering not sluggish. the heat grid wasnt working i bypassed it when i tryed starting didnt help. i cracked the fuel line up by the valve cover it didnt have any fuel till it caught and started to run thats after say 1 min. of turning it over. a shot of starter fluid made it catch everytime in a madder of seconds with the heat grid off ofcourse. the fuel pressure says it should run the electric checks out except the comp on the injector pump the blue wire with a red tracer its only sapposed to have voltage for 3 seconds after you turn the key off or after the lift/transfer pump stops. it had .15v befor i turned the key on, i turned the key on and it got 9v then dropped to .15v again in the off possition it had the 12.54v it was sapposed to have for the 3 seconds then went back to .15v now i am lost have no idea what anything means that i had collected can some one help me out. this is my first cummins i had a chevy 6.5 befor hand and now i up graded and its way different to me somewhat haha. thank you for your time
