Good afternoon all.
So ive been having some starting issues for a awhile now. At first it was intermittent, and I would just slam the clutch to the floor and it would start fine, run fine, never had over heating problems. One day it just didnt start. Figured it was clutch safety switch. Removed it and spliced the cables together. Nothing. So I bought a starter, (reman from oriellys, I have heard that may be the issue but wanna get some feedback before I go running around town, especially since im a ways out from any auto parts store), after install and some brand new batteries (just in case) it started right up, tested 3x's, everytime it was spot on responsive. At the time I was also installing a new stabilizer bar so I had the truck running so I could adjust to get the bolt set. Everything done backed truck out of the way, came back an hour later, no start. Dash lights up, I get the "ding ding ding" but nothing. There is a click I can hear under the dash but nothing from the starter or bendix (?). I bought an ancel OBD AD310, it says there are no codes. I turn the ignition 3x's and the Odom readout says p1693 and p0217. Not sure how the 0217 could be possible just idling for 10 min max, I didnt thing to check temp as I didnt know the code at that moment.

For reference: I did have an issue with the truck dying 5 yrs ago. (I'm new to diesels and even newer to anything newer than 1984 as far as anything other than run o da mill mechanics) so I wanna say I replaced a main board of some sort, ran me around 250 5 yrs ago. Sorry for my lack of knowledge or memory but ECU vaguely sounds familiar, but at the same time vp44 was in the mix somewhere.
Another thing to note: there's a filter in the front of the engine (has a sort of steel wool, thicker tho, inside) and from looking it up it seems im missing some parts as it is just that piece and oil is all over the front underside of the truck. I feel stupid for not addressing that but had to mention it.
I'm at a loss and dont know where to begin trouble shooting and I'm not sure why the OBD was not coming up with any codes. And oriellys says its a turbo control circuit, which means I need to replace the ECM, or ECU. Again my apologies for my ignorance.
Also I'm new to this forum so if ive violated any rules, just let me know and I'll make the corrections
