1990 Cummins will not rev up

I’ll give as much detail as I can 1990 Cummins dynamite diesel fuel pin 3200 governor spring did basic free mods played with “power screw” few turns completely stock other than that was an old crewbus ran fine after sitting for 8 years until these mods and had pump apart the guide pin is not sticking either which I originally thought it was idles perfectly as soon as you move the linkage it dies have not replaced filters or any of that because it ran good before air box is off Incase it ran away exhaust is completely removed I gave it a good bath with a hot water pressure washer ran fine back into the shop pulled the pump apart and these are the current issues any ideas would help thanks

thats what I think as well going to start with the filter and check the diaphram for holes to make sure the fuel pin is moving up and down hard to believe it ran fine then acts like this but it’s been sitting for 8 years could’ve stirred some junk up in the tank
