From what I understand the "1688" and the "251" the dead pedal with no TPS codes sounds like the VP44 took a crap on you. what id do is crack the injector lines at the head and see if you cant get some fuel to come out. if not remove rubber line off injection pump before it enters and see if the lift pump is supplying fuel. Id do this before I rule a VP cause they aren't that cheap.

Low voltage will cause multiple issue so you want to check the voltage on your batteries while cranking to see if they drop below 10 volts. If the batteries are good you need to make sure there is fuel pressure at the VP44 from the transfer pump. if that's good you can hook power and ground to the pump using bullet connectors (pins 6 & 7 but can't remember which is which, make sure you have it right) and if it starts and runs it's not the pump if it doesn't then it is the pump. We sell one with a pressure alarm light to let you know when your transfer pump fails so you can fix it before your injection pump is damaged.
