Fuel Pump fuse blows

I have a 2001 Ford F250 7.3l with about 230,000 miles. Went out today to go to the store and it started just fine, let it idle up to operating temperature and started to drive. With in about a min the truck idled really rough and died. It started back up and was running a little rough but seemed to still drive. made it about a block and it was running really rough but never died. Checked for codes and it should P0231 Fuel Pump Secondary Circuit Low. Checked the fuel pump fuse and it was blown, replaced it and it idled great, went to drive it and within a block started running rough but never died. When I got home the fuse was blown again. I disconnected the fuel bowl heater per other people having this issue, replaced the fuse and it idled fine, drove a block and blew again. The fuel filter under the hood was changed about 5000 miles ago as well as the seals in the fuel filter housing. Any help would be great, I am leaning towards the fuel pump, but don't want to spend money on parts that might not be it. Thanks in advance.

It's possible the fuel pump is going bad causing high resistance blowing the fuse.
