2005 Dodge 3500 DRW P0148

The truck died on me yesterday coming back from Savannah and wouldn't start again. Today I changed the fuel filter with no luck getting it started. I bled the air from the banjo bolt on the line coming from the filter housing to the injector pump and fuel shot out of the engine bay, I don't have a FP gauge but fuel is obviously getting to the CP3. I read it for codes after still not being able to start it and the only one was P0148 which I understand to be a broad code with multiple causes. I was able to erase the code but after attempting to start it immediately came back. Before it was towed yesterday I looked around under the hood after smelling diesel while I was waiting on the wrecker and found it coming from the back part on the driver side of the engine. Is this where the fuel dumps when the pressure relief valve opens or does it go into the return line? I pulled the FCA and shook it, I read that it should make a clicking noise when you shake it. I heard a faint ticking noise but I'm not sure if it would be considered clicking? I did a little research on the pressure relief valve and found out if you take off the banjo bolt on top of it and its wet inside it needs to be replaced. I pulled the banjo bolt and sure enough it was wet. Could this be what's keeping it from starting? The truck has 156k on it with a Dr Performance Stage II chip on it. I took off the chip during this whole process to rule it out as the problem or part of the problem the only other mods are an AFE intake, 5" catback and boost, pryo, and trans gauges. Thanks in advance!

Forgot to mention I swapped the fuel pump relay with the fog light relay (same p/n) without any luck
