2003 3500 4x4 Died on the road, Hasn't started since.

2004 3500 4x4, lift pump in in the tank, and working. Changed fuel filter, watched lift pump fill the filter housing quickly. Tried block off trick for the fuel pressure valve on the rail, still no start.

Just wondering if anyone has found the source of the problem for this code.
I had just left my house and got about 500 yards down the road and it died on me like a fuse blew. No warning, just total engine shut down. Everything else seems to work, all electrical. All fuses checked, tore down the fuse box to inspect the circuit board inside and it was clean.

I replaced the clutch fan thinking it was the problem, but still crank, no start.
Only code is P0480. Cooling fan control circut open, low speed fan. YouTube video showed a fella with the same problem but his was a p0483 i think. When he replaced his clutch, all was good.

Is there a relay for the viscous clutch, and if so where? I dont see it listed in the fuse box under the hood. Just #36 being a 10 amp fuse for the clutch.
I have a volt meter but i really dont know where to start testing and what numbers to expect. Prefer not to get raped by the dealer, but im thinking im gonna need some personal lube shortly!

Any help guys would be a great help!
Thanks!

Thought I'd update and see if I could get some input from others experience.

Towed the truck to a local shop and they ran a few tests.

Seems voltage to the PCM is dropping to around 7 volts during cranking and it actually shuts the PCM down and the ALDL port resets like the scanner was unplugged. I think i read somewhere that the PCM needs at least 9.6volts? to stay active.

Again, any input would be appreciated.
Thanks!
