golf mk2 gtd problem

hey guys, i have a 1.6 turbo diesel golf mk2 1991, that uses a ve fuel pump similar to the dodge cummins.
tried numorous different forums and no one can give me answers to my problem but im hoping you guys can :tu:
here goes...
upon replacing the fuel stop solonoid i noticed a few metal shaving in the housing where the plunger sits, so i stuck a magnet inside to remove the shaving, naturally i knew the pump would need to be recon'd or replaced, i did abit of research and decided to do the rebuild myself, so i stripped cleaned and resealed the pump, checking for worn or damaged parts along the way. having found nothing was damaged/worn i put the pump back together. here comes my problem... upon retiming the pump and cam and crank, bleeding the fuel system, and starting the engine, it will tick over at a steady 850 rpm with no missing or lumpyness or unsettling noises, i just cant get the engine to pick up engine rpms, i've adjusted tthe govenor shaft to the correct place but still no joy :argh: , no matter what i try the only thing that changes engine speed is the fuel screw, i took the top of the pump so i could trouble shoot any problems, but all parts are moving and acting as they should (i think)
any ideas or advice will be much appreciated!
thanks guys hopefully one of you has the answer to my problem
