engine running away
 
heres what i have;;it is a 86 cummins diesel "B" model[was told it is a bus engine from person that had it installed back in 86]
problum;;;3 yrs ago had show car loaded on trailer ready to pull to car show..got half block from house it lost all power and was popping and believe white smoke was puring out of it..turn around and parked it..decided this week to pull it out and get it going again;;;
what i did;;;install 3 new fuel filters..got started using starting fluid but was popping still for about half mint then engine starteted running away as if i floored the thottle.shut off as soon as rpm started climbing..restarted 4 or 5 times did same thing..as soon as started rpm's climbed very fast without touching anything;;then wouldn't start..would run off starting fluid..checked filters..they was empty..i then replaced the mech helper pump on side of block and replaced the fuel feed hose from tank to filters..it now is keeping filters full as of today anyway..but still acts like i'm flooring it as soon as it starts..
what do i do now???not a lot of cash so can't just start replacing everything until it fixes it...
didn't replace fuel return hose but i did unhook at pump and blowed high air pressure back into hose toward tank...could the return hose be shutting closed on inside and causeing this high reving efect?
2 things i left out..[1]a oldtimmer told me put a gal of kayisen in tank..that would help clean any sludge buildup in fuel system..could this be causing this..???
2;;also when it is running the black smoke covers the back of truck.can't see trk bed from cab it is so bad..

how can i check to see if seal or not..i do know that the hose connecting turbo to intake manifold had oil around it as if it is leaking..wasn't driping off it just wet with oil;;had a local person tell me could have injector stuck open causing high reving and black smoke..is there a way to check each injector on truck?can that cause this?
can me putting to much kaysen in tank make engine rev up..i have a gallon of it in about 12 gal of diesel..could that do it?

where would be a good place to send my turbo to to get rebuilt and performance work done to it to get me more torq and towing power with improved mpg...also same with injectors..like to send to same place but will send seperate places for better improvements..?
like to be close to me but not set on it..just need done correct and price is a big factor to me..

had a place surgest me send pump to them to look at..said pump only thing cause eng to rev up..said govner spring most likly broke in pump..
does this sound right?he wanted $800 to rebuild pump..pump was rebuilt about 10000 miles or less ago..can this be something i can check myself and if so where and how to do it..i'm a gas mech for 40+years so i'm mech inclined..
