erin's truck

I have a 1995 dodge 5.9 cummins 6cylinder automatic. When I purchased the truck, the previous owner gave me what records he had on the truck. Have records where he had the transmission rebuit. I have drove the truck now for 4 years, and it never wants to shift into 4th gear. Did some research, and found out about the TPS sensor. Wow, so much makes sense, but the truck had a recall to replace throttle cable, and linkage with all parts. I called a Dodge house, and they told me the recall on my truck had been done. I procedded to explain that my truck still had the original plastic parts, so there was no possible way. They told me, all that was included was the throttle cable. Looked up recall#970 to double check, and i'm right! What can I do, i'm afraid that there are more recalls that were not taken care of other than this. I would like to know one day what this truck can really do!
