Default Code 29.. Crank and no start

Hey guys, I have a code 29 and crank and no start condition. My glow plug light never comes on but I have dash backlights, check engine light and lift pump. The ECM isnt sending the trigger signal to the glow plug relay so no signal coming out of the ecm or obviously to the glow plug relay middle wire, therefore it wont trigger power to the glow plugs.

Would the glow plug circuit fault keep the truck from starting in warm temperatures?

Any ideas how to fix this?

95 GMC 2500 6.5TD 4x4 stock

The code 29 most likely shouldnt cause a no start, but i still dont have fuel at the injector by cracking the fuel line going to it.

I did get a code 18 for the injector pump signal with the injector pump disconnected. Then it went away when it was connected... so the IP should have power/info.

Ok so I have these wires hanging off the ignition. Are these passkey wires? They have power and ground and I seem to have everything important but fuel from the IP. Could this 95 have passkey?

Is it something else important?

I have verified that I do not have a passlock (vats) ignition so they SHOULD be unused wires. Next steps are to verify the IP is being driven (not broken key) and also not just full of air.
