Default 95 6.5TD no start, no CEL

Hi guys, i was given this truck in non running condition. They said it shut off like the key was just turned off. They were planning on scrapping the truck and cut a few of the large diameter battery cables to use for solar panels. They ended up giving it to me, and i had to figure out putting the battery cables back for testing. I have 2 new batteries for it fully charged. It only shows about 10-11V on the dash.

Labeled pics of where the wires go, and whatnot. Im thinking something is shorting out because I get negative voltage from both of the positive terminals. (different multimeters too)

I am not an electrical expert by any means and dont know much about diesels. It needs a lot of little things, but i need a work truck to haul firewood. Any help is appreciated. I dont mind taking pics or measurements of anything.

Unplugged the fuel heater to diagnose. Left it unplugged. Tried another Ebay PMD. Gets fuel from the pump prime valve. Thinking of getting a new ignition but the reversed voltage makes me think something fishy is up.

Resources. The 2nd picture for a single battery I take it. Not sure what 1 and 2 relevance is in the first pic

Ok so i am a retard, had the volt meter leads switched.

I pulled out one of the power cables going towards the starter, it wasnt hooked up to anything :|

Lets forget about the rest of the rant before. I figured out I am not getting power to the glow plug relay. I checked the igniton switch tonight. Does this look right?

ECU gets power to the orange wire on the far side. All the ECU fuses have power under the hood

Ok made a big breakthrough... The Glow plug power is shorting out at the bulkhead on the drivers side.

Hopefully thats all it is
