Please help

Thank you in advance for any help you may offer the trouble I am having is I have a 2000 GMC 3500 Sierra duly with a 6.5 issues I'm having is intermittent turbo I have replaced the vacuum sensor and the turbo boost sensor but it's still intermittent also when I remove the oil cap I've noticed a little bit of smoke comes out from it is that normal this is my first diesel ever and also for performance I've switched over to a high flow filter from Spectre and I was looking at removing the fan and putting the electric ones on there I was thinking dual electric fans would be good and have them run all the time that would keep it cooler since I've read that the 6.5 is allergic to heat please any help will be most grateful

Do the Duramax fan clutch upgrade and google turbo-master 6.5 you can buy one or make it with stuff from a local hardware store and use only AC/DELCO parts in a 6.5 everything they sell at the parts stores are junk in these trucks.
And if it hasn't been done get a 6' extension harness and a good heat sink and relocate the PMD out of the engine compartment to behind the front license plate.
