Too many levers?

I semi-recently purchased a '93 Chevy 6.5L, 5-speed 2WD. Everything has been hunky-dory with it since I bought it, until today I was fiddling around with it and discovered some levers none of my previous vehicles have had. Here's what I've got:

1) There's a little metal lever on the right side of the steering column that doesn't appear to do anything. I assumed it was a key release, but it doesn't seem to do that. My steering column also appears to have been "opened" at some point, that may be part of the problem.

2) Today I found a toggle switch under the dash. Can't tell what it goes to, no discernible differences, but the alarm has gone off twice since I started messing with it (it never has before)

Any help with these two would be awesome. Thanks!

Post a picture of the little metal lever and someone here will know what it is supposed to do.

As for that toggle switch,The only way to find out what it's doing there is to trace the wires. Find out where they come from and where the go.
