You need to do some diagnosis on your end.

The wastegate is vacuum controlled by the ECM-tying it shut is a bad move.

A turbomaster from Heath Diesel or repairing the factory vac system needs done to retain the factory turbo.

An HX 40 is a godo replacement choice but needs some fab work done to make it fit.

Do you have any trouble codes?
Does your vac pump work?
Are the plastic vac lines cracked, broken or leaking?
Is the electrical harness intact at the wastegate solenoid?
Is the diaphragm intact in the wastegate actuator?
Do you have a S or F vin for the 8th digit of the VIN?

no i dont have any trouble codes other than the abs light on
the plastic vac line has no leaks and is hooked up as it should be
how can i tell if my vac pump is
all the electrical lines lines leading to the wastegate solenoid are intact and hooked up
the diaphragm in the wastegate is intact cause at a hard throttle it will draw maybe 1-3 psi of boost.
and the 8th letter in the vin is a s

You need to get a vacuum gauge and check for vacuum at all locations to troubleshoot where it is being blocked/lost.

From the vac pump should be 24" +
At the wastegate actuator should be 18"+
