My answer is NO

The propeller is the force acting against the treadmill, i would go into detail explaining but nah.

Besides what would the airplane do once it lifts form the ground?

I think Bobby is reading too much into it. In watching the Mythbuster clip, when they say that the plane is going to match the speed of the treadmill, the plane won't actually move. It will be just like a person running on a treadmill. It won't go forward or backward, it will stay in the same place. If this is the case, then the plane definitely won't take off because there is no air movement even though there is speed.
