International 4700 rollback low power

Hey im new to this forum so bare with me and i was hoping you guys could help on this problem i have. I just bought a 96 international 4700 rollback with the t444e motor 198,000 miles. I know these motors are not a power house or anything but this thing is really low on power it can barely get out of its own way, bad enough to where i dont want to haul a vehicle with it yet. When you hit a hill i have all i can do to keep it at 40mph from a 65 mph start at the bottom of the hill and that is to the floor. So i knew something had to be wrong so i started doing some diagnostics. Bare with me im not a v8 diesel guy i can figure anything out with my cummins. So first off fuel pressure is about 49ish it bounces around. The second thing i tested was boost pressure so i tapped into the boost line going to the boost sensor and i am only getting max 9 psi when the peddle is to the floor in 4th gear and about 2300rpms. The other thing i noticed was that it has a horrible turbo lag. It takes forever just to get 9 psi if i can even get it there in time before i have to shift down because i have lost so much speed. Something is wrong. What is the boost pressure supposed to be on these motors? Im guessing i have an exhaust leak or a boost leak? any advice or opinions would be awesome!! Id love to get this girl in service and make some money!!:tu:

Air filter, fuel filter ?

Air filter looks pretty new but i will check that monday. Im also putting a new fuel filter in it monday so that will delete that. I can see how an air filter could cause boost issues but how would a fuel filter cause it when i have good fuel pressure and it does not drop? Wouldnt a bad fuel filter cause a drop on fuel pressure? or a drop in volume?

Air filter and fuel filter are new. No change

Fixed the problem. Found out it was all caused by a bad boost sensor, turbo lag is much better and can now at least pull hills at a decent speed. Its still gutless but i have been told these motors are pretty much just boat anchors there not good for any kind of power. Only if i had the time and money to put a cummins in it i would be happy :tu:
