The 'rack' you're referring to... talking about the fuel plate/afc rack?

Anyway... does it completely shut off (DIE), or just stutter and lose power? Because my truck had a similar situation when the fuel heater bowl pre-filter screen was clogged AND the fuel filter was clogged. After changing those 2 items out it ran like a champ!

My advice would be to double check those easy/cheap items and move on from there. if nothing else, you've got a fresh fuel filter in there, and that can never hurt!

yes i am referring to the AFC rack. It has a brand new filter in her. It completely dies and once in a while will shutter.

Fuel doesn't seem like a problem because in neutral it doesn't boost and will rev infinitely.

But in neutral, the truck isn't under a load, and without boost the fuel rack won't move forward. Revving in neutral will use far less fuel. I would check your fuel pressure and go from there.
