Default question bout engine heating

my engine temp wont get above 170sih sitting still, and when i start driving it will gradualy drop till i stop again. it had a brand new fan clutch on it, i changed the thermostat, still no change. i removed the fan completely just to rule out it was causeing it. what do yall think would cause this?

the gauge in your cluster could be a little off, mine says the thermostat doesn't open till 200* ... shot around with a heat gun to find it opens around 180ish
