sounds like power steering whine from center consol when im going up a hill is it tranny or what

 

Probably the tranny.
Likely it's touching the floor somewhere and telegraphing it to the console box, which is solid mounted (screwed down) to the floor.
Of course, the console, being a box, is amplifying it.

I'd certainly see what's touching, that's for sure.
