the 4x4 front ends are notorious for acting up I am not sure about the vacuum on both lines but there was a company that made a cable pull replacement for the vacuum actuators.

one line sucks at a time, they move a diaphram back and forth to unlock and lock 4x4, check ALL you lines for leaks, i had the same problem with it only wanting to work some times so i took all the lines for the t-case and 4x4 out and got two egr valve shut offs form a pontiac grand am and wired up a switch in the cab, doesnt cost near as much as the cable set up and you can get all the parts at napa, i have to abilty to have 2 wheel high or low and 4x4 high or low, 2 wheel low works great for backing up heavy trailers up steep grades

i had the same issue... it ended up being a vacume leak in the line that runs above the engine under the rubber that seals the hood by the windshield cowl
