no wait to start light
Wait to start means the grid heaters are in use and the temp is below the factory set temp.If the wait to start light is not functional it could mean a issue in the grid heater system or their relays.
unhook your IAT sensor... the light should come on or flash in the dash. atleast it does with the 89, i'd imagine it would do the same on a 95... to elaborate on what 12valvetater had said, if you get a multi meter, put it on volts and hook it up in parallel (negative lead on a good ground source, and positive lead on the back side of the grid heater), if it is fuctioning you should see source voltage, also as hammer said the system isn;t functional above a specified temp which could mean system is 100% functional; just not required to operate... and yes upon first turning the key on systems check should illuminate the wait to start light. check it out and hope its just the bulb, its alot cheaper than the relays
the bulb is probably a 184... its just a small push in one, it'll probably burn out just as fast, maybe a little slower than this bulb being used in any application... they do go out... dunno how often; but nothing is perfect
