Default exit off highway ramp lose RMP dies,wont start running again

im getting off highway exit in my ctd 94 with manual trans and i have the truck in neutral and before i get to a complete stop the truck loses rpm and stops running.I cant get it running again after that.after cranking a few times i look at feul bowl/heater and clean screen(maybe a pinch or two of pepper sized sediment in bowl but not inside filter)i change spin on filter as it has been a 5k since i have done so.I fill up up the feul bowl and spin on and pump/prime the engine with the small screw on top opened a half turn and see a just a but of fluid coming out and then i can get no more.near the end of my final tries to start the truck with the feul lines opened a few turn near the injector i notice no feul coming out.

I have noticed in the past 3 weeks on a cold start the truck will idle at a really low speed about 400rpm according to tach.

i have it set to about 700rpm with throttle stop adjusted a few months ago.when i push the accelerator down for a few seconds the rpm will stay a 700.any thoughts on why i cant get it started.....my truck is stock except for injectors but they have been on the truck for about 4 months now.i am leaning towards the lift/feul pump as my truck has almost 270k on it.i have looked at feul lines and am thinking f removing fuel heater...as have read it can get cracks and suck in air,but i dont think it would cause the death of a running engine.

Sounds like a dead injector pump or lift pump.

that is what i am thinking,have you replaced this before?if so any symptons for this at all that you noticed?i see that you have or did start with the same engine setup as I.i believe thier is a way to test with a drip method.anyone know of a test to perform on this engine for the lift pump?i noticed very low rpms on cold start until i pressed on accelrator or engine ran for a few minutes.it did that when i first got it about 6months ago and just recently for past few weeks was doing it.

its easy to replace, i did mine before i had my p-7100 beefed up

where are you getting lift p[umps for 50$?
all the ones i have found are listed for three times that amount.
i wont have to wait till payday to get one if i can find one for that amount.

is the the primer button supposed to leak fluid when pressed ?

update*after replacing the feul/lift pump i got the truck started.
it took a couple of tries to get it started as i bled the lines near the injectors.
it started with one line open and made a bit of a mess.i think i stripped the sending line to the injection pump as the bleed screw wont tighten up...gotta ship the part from out of state from cummins dealer.IF any body knows where to get that bleed screw and banjo bolt,say from a hardware store,etc....i woould be very intersted as i have dripping feul prob coming from that send line atop the feul filter housing.....
