Need some help finding some 4" bullhauler stacks, only need to be about 2' high.

The smallest I can get the Bull Horn is 5" and it is also 36" tall.

I have a similar option that may work for you. Click this link (it is the Grand Rock parts catalog), then go to page 19 and look at style 4.
