Default 4x4 Advice

I have a 99 CTD with front axle problems. I am pretty sure my truck has the Dana 60, but im not 100% sure. I have narrowed the problem down to the vacuum motor/actuator; with it unbolted shifting to 4hi or 4lo it moves halfway and stops. I have replaced the vacuum harness and the transfer case switch, so I know that the motor is bad.
What I am wanting to know is what is my best replacement option:
1. Replace the vacuum motor
2. Switch to the Posi-Lok cable system
3. Replace the axle with CAD delete from EMS offroad

All opinions will be considered Thanks

For the money the cable system is a top notch choice in my world. I keep waitin for mine to go out so I can do this.

I would do the cable from posi-lok if you daily drive it the extra drag from a full time front end would most likely give you decreased mileage. I figure this way about 200 for the posi-lok and no more replacing vacuum lines and stuff ever again.
