Cool New Engine Go BANG BANG RATTLE RATTLE

I have a 2004 cummins 5.9l diesel. The truck is used for heavy haulin on a daily basis. The engine got tired so a rebuild was done. drove great for a few trips and then while at an idle it started making loud rattling noise. Found a piece of a flexplate bolt in the inspection cover for the tranny. When installed the bolts were installed through hole on rh side of housing with turbo off. is there an easy way of replacing these bolts?
