Default no power on hills

Hello I have just bought a 2000 cummins 24v for a work rig now the only things done to it is a boost fooler ( local shop said it had stuck wastegate and this was cheap and easy fix ) Airdog lift pump and a new injection pump a month before i bought it the truck has no stored codes either now this is truck is a utilty work truck and a dully so it is heavy ( about 9700 lbs empty ) I live in a hilly area and I can only do about 50-55 Mph up hills it runs great any ware else is there any cheap mod's or tunner's I can get to get some extra power? or is something wrong?

my 99 was doing that also I had a code that should crank position sensor and its fine now.

Um you should be able to fly over hills, my truck weighs 9200 at 8000 feet and she climbs the passes with 10K no problem try to get it checked for codes? and its proably has close to 200K and may need valve lash.

Truck has 70k....and no codes new vp pump it had a overboost code but had a boost fooler installed by PO to clear code...

truck should have plenty of power Id start looking for the issue. Do you have a fuel pressure gauage.

Fuel pressure is good I have a low fuel warning light with a new lift pump truck has alot of power just not up hills

Any smoke with low power? Any odd noises? Lots of power on the flat?

Think I found the problem...truck has a stuck waste gate and the boost fooler was hideing the code so I ordered a quadzilla PV2 so hopefully it will fix the defueling issues

how can you fix a stuck waste gate? I was told since I had the auto I have the Hx35 and you either have to get a whole new turbo or run a tunner
