You have to. It allows the shut off solenoid to open.

My brothers 95 did that for a few months and we didn't think about it any, but then it started taking 5 or 6 cranks and then it got worse. We took it to the stealership and they said it was the fuel solenoid. So we agreed to get them to fix it. It came back starting first crank every time with an $800 bill. It went out six months later with no warranty. Turns out the part is only held on by 2 screws and an r-pin. The part we needed was $130 with free shipping!!!!! It is something you can replace in your driveway with ratchet set and a pair of needle nose pliers. As for having to press the pedal, there is a screw on the driver side of the motor that controls the amount of fuel going in the motor. You turn it in some so it puts a little more fuel. It will slightly increase your idle though. The sweet spot on his was around 700-800 rpm. The screw slowly vibrates loose so every few years or so you need to screw it in some more. Each of these jobs take about 15-30 minutes depending if the screws are rusty. I live in Texas so there was no rust on that 95.

Also, if you look up a pic of that solenoid on Google, there is a rod on the bottom of it. If your truck needs that solenoid, turn on your truck so the ignition is in the "on" position (the position its in when its running). Pop the hood and pull that rod up. You will here it click in place. You can start your truck after that. Look at my thread on how to rig a pull cable that you can pull from inside the cab. Hope that helped!!!!
