When you put the pump cover back on do you have the power screw backed all the way out where you see the o rig on the shaft? Yes the second notch is what you want

Sounds like your doing everything correct to me. So I found a vid for you rather than explaining it in type. Go to YouTube and type in BD gov. Spring very good vid that will show you step by step. Just to make sure your fuel pin is correct and to see if fuel pin not hanging up

Mine was doing the same thing, I poured some new ATF fluid on the pin with top off and cycled it a couple of times to get the stickieness out. But I to still cannot get my to run after the gov spring install. I get a ton of white smoke and it just kicks but won't run...

ok,got her on the second notch, played with fuel screw turned down ,got her stable.
drove around for and hour not going over 30 and no more than 1500 rpm.

seems to me the govener acts different with the stiffer spring. unstable in park at lower rpms it hunts around.at higher rpms around 2000 becomes stable and holds.

going to adjust smoke screw this week to richen it up a bit.

maybe the bigger injectors and turbo comes in to play also with fuel screw not being turned in as much as before i did mods. going to test on highway and push it later this week.

hey 78 ford maybe that white smoke is that tranny fluid you pored down on that pin.
make sure that index is one the second and 4 position and turn in the fuel screw 1/4 at a time and try to start.after each adjustment before you start make sure to snap throttle full open to set adjustment.of course befor you do this crack your bleed screw and pump you lift pump by hand until fuel comes out the bleed screw.make sure you leave the pump handle in full up position before you try to start.let me know how this works.
