Default cylindar walls scarred! wtd?

So i tore off the head thinking i had a blown head gasket because of the water/oil mix but the gasket looks great and i cant tell if its blown or not and look brand new too. But when i looked at the first cylinder its scarred pretty bad i can deffantly feel it with my fingure nail. So the question im asking is what should i do, what is the best rout to take? Im thinking boreing and sleeving but how much is that going cost also do you think i can get away with just howning and also any input on the headgasket would help im at a dead end right now

You will need to pull the engine and take it apart. And take it to a machine shop and see what they recommend as far as what it would take to make them all kosher again.

No its deffantly not carbon build up and yes only cyl 1 and it is virtical scoring. I can tell that the rings are going bad there were metal shavings on top of the piston
