Default EGR Circuit

My check engine light came on this weekend, so I took it to my shop and hooked it up to the scanner and it showed this code... P-040c-Exhaust Gas Recirculation Temperature Sensor 1 Circuit Low... Does anyone know what means? I turned it off and it hasnt came back on since but I was just curious about what it meant by the circuit was low.

to me it means get rid of the Egr
