Help! Truck turns over but wont start

2011 2500
the truck just shut off and now will not start back up. it has done this before but usually if I cycle complete power to the truck it starts back up. The dealer said it was the TCM and they replaced it. The truck still turns over but will not start. Additionally they think it might be a fuel problem because they claim the fuel is bluish color. Don't they usually dye highway diesel a bluish color anyway. any help would be greatly appreciated thanks.

Highway fuel is green. I have never had a complete no start issue. Have you checked the obvious stuff yet. Like all the wires are plugged to the cp3 good with no corrosion. To the injectors same way. All the fuses and relays are good for the fuel. Also check the fuel filter see if it is full of fuel.

The dealerahip said it was the TCM first, replaced that but still isnt starting. Now they just called about 10 minutes ago and now said its the fuel actuator. Said its running too rich and pumping too much fuel. But I wouldnt think that would keep it from starting? I mean it isnt even trying to start. Just turns over. Almost luke it isnt getting fuel at all, not too much fuel.
