Mine does it as well , it dont hold constant pressure (Steady Needle) because the fuel is circulating and only sending a certain amount to the engine , Where as before its a 1 way street

WOW!! Welcome to my world! Honestly to me it shouldn't be doing that. I mean the spring is set to 15psi and that's what it should be pushing too. I can understand a little fluctuation, but not a constant 4-5psi fluctuation.

Here is an old video of my first AirDog pump.
Video - Fluctuating fuel pressure. The truck was reved up to 2200 rpms.

My FP is currently bouncing from 13-16 or so. It's just really WEIRD how when I installed my pumps or messed with the spring that the FP was PERFECT and then later down the road is goes haywire.

I actually talked to Anthony at AirDog last friday and he is sending me a new spring to see if that does anything. Also Charlie has sent me 2 pumps and we tested my last one at the drag race in Steele, Alabama a while back and it worked fine. I then put it on my truck and my FP was fine, nice and steady for about a 100miles or so then it went to fluctuating again. Charlie told me to check the spring, so I took it out and strecthed it a wee bit and reinstalled it. Bam, FP is sitting right on 16 and not moving, but 2 months later its doing it again and still is to this day. When I get that new spring in I'll let you know how it goes.

i wasnt getting enough psi passed my oem filter on my tuck so i shimmed it with 3-5/16 washers and im getting 12psi to my cp3 pump directly, before it was only like 8psi.

I do not think the spring is going to fix this.

I watched your video and from what I see, the internal dampers int eh gauge are shot.

Are you running a snubber or isolator in line? To me, it looks like the gauge is shot. This is VERY common on VP trucks due to the hammering pulses from the VP to the gauge.
