Diesel problem
 
Engine starts and idles but will not run when under load.

No error codes
Fuel pump changed
Fuel rail changed
ECM changed

What next?

Help, to add to problem I am located in the UK!

Not being a smarta$$ but what about your fuel filter? What exactly is it doing under load? Can you rev it up in park? I have learned the hard way to give out as much info as possible. and keep us updated on everything you try.

One more thing have you check the CP3 rail pressure it may have enough pressure to idle but not enough to load up engine.

filters have all been changed, I assume by CP3 rail you mean the fuel rail prior to the injectors, with 20,000psi+ when engine running.

X2 I had symptoms like that and my fuel tubes were loose.

20k psi sounds high for idling. Did the new rail come with a new rail pressure sensor?

Disconnect the FCA on the back of the CP3 and if it sounds like your engine is gonna blow then its ok!Plug it back in and check your oil level is it overfull?
