Default Fresh 5.9 Rebuild not starting

I have just rebuilt my 5.9 Cummins with a common rail and replaced it in the truck after a 14 month ordeal. I placed all the ground wires back and the motor will not start. I put new batteries on the truck. I know the computer and motor was out for 14 months. What will cause the motor not to crank? It will turn over but not fire. When the motor was rebuilt it was put back in time. Any Ideas?

Bored and sleeved, new crank, new pistons, all new rings, head checked good, all new bearings and inserts.

Injectors, CP3, and fuel pump check out?

The injectors are in the head and they checked good. The CP3 was operating perfectly when I spun a main bearing and scarred a cylinder. It has an in tank fuel pump and it is working perfectly putting out 15-17 psi.

Had a OBD2 reader put on it. It would not connect with the ECM.

Check your ECM fuse first! Did you remove the dross over tubes? Check the torque on them. Do you have a rail pressure gauge?
