No fuel to rail, CP3 gone?

Hey everyone I've been browsing the forum lately and am seeking the advice from all you about my situation.
My truck sat for about 2 months while waiting for a clutch. I started it a couple times and it started right up 2-3 cranks. I replaced the clutch and started it several times while adjusting clutch pedal. I backed out of the garage, it stalled out and I couldn't get it to start again, it just cranks.
So here's what I've done so far:
Checked underneath to make sure no wires got pinched during the clutch job.
I tested the batteries, they were at 12.2 so I charged both of them. It cranks a lot faster than it did before but still doesn't start.
I unplugged the FCA and tried starting, still nothing.
I removed the supply line at the pump and put it in a bottle, turned the key on for 10 seconds and got about 500ml from the lift pump.
I put the supply line back on and removed the high pressure line that goes to the rail. I put a hose on where it exits the pump and did (3) 10 second cranks to measure the output. I got nothing, not even a drop. So I disconnected the FCA and tried the test again, still nothing. I've heard that you are suppose to get 70ml from this test.

So now I'm looking for the advice of you guys. Could a faulty COV or FCA cause the pump to have no output? Is there a way to test either of these?

Thanks in advance!
