Is my VP44 dead?

So i'm not sure what is going on with the truck but when I start it up and drive there is no power. Shift into park or neutral and wont rev past 1800-2000pms and white/gray smoke pours from exhaust. The thing that I don't understand is after about 5min of running it drives completely fine...Scanned the truck and have a pending P0216 code, CEL is not on. I know everyone is gonna say that the injector pump is toast due to the code but why does it run fine after a few mins? Any info or suggestions would help and its a 24v btw. Thanks.

does the truck start right up? sounds to me like your getting a ton of air in the system and it's working it out causing issues. you could need crossover tube o-rings, could have a couple injectors getting old(how many miles on them?) stock lift pump? there are many variables other than a bad pump. I have not experienced a bad pump so I don't know. Do you have a fuel pressure gauge? or any gauges for that matter?

Truck has 150k on the odometer and is completely stock. No gauges and haven't tested the fuel pressure yet. Air in the system would make sense but i'm not sure how to check for any leaks that would let it in.
