Power Steering Help???

I just recently replaced all four ball joints, the wheel bearings, and the calipers with pads on my 1999 2500 Cummins. when all put back together i attempted to drive out of the garage and i had no power steering. i figured it was from having the front blocked up and turning the truck without it running. I thought it would settle all back down into the gearbox, but this isn't the case it overflowed the reservoir on the pump. I blocked the front back up and turned the wheels left and right and i let them bottom out at each side. I watched the oil without the cap on and saw no oil movement. It may be a check valve? a bad pump? or any other ideas?
Thanks greatly Jake:c:

When you turned the wheels with the engine off, you pushed the fluid out of the gearbox. So, now your system is airlocked. Take all the weight off the front tires, start the engine and slowly turn the wheels completely full left and right. If you turn to fast you will cause the fluid to foam. It will take a few tries. Once it starts working again and you have cycled it both directions, it has to sit a few minutes before you can check the fluid level because it will be expanded from foam.
