Default 1999 dodge 3500 cummis dually
Every time i put it in drive, the engine control 30 amp fuse blows. it wont shift out of 3rd, shuts ecm control down which kills battery, wont shift down or up

Like you should've guessed you have a short..
Is your truck a Sport? I never get to see those.
Use a amp meter to find the short.. Probably under the steering column.
