Turbo Bad???

I have an 02 Cummins and it runs fine empty and fine on level ground pulling. But when I pull hills with a trailer or load it seems to lose power. I can barely hear the turbo (just a little whine) Compared to my 95 which you could really hear. I was told the turbo's are just alot more quite but I feel it isn't working the way it should. How can I check it to see. I don't have a boost gauge on it. Am I on the right track or should I be looking in a different direction?

Throw some gauges in that thing. Boost, Pyro and Fuel press. Then you will have a good idea what is going on. Ever replace the lift pump or 44? Check and see if you have any codes poping up.

Pop your intake tube off and check for play or any damage. Check for any leaks as well. Check your apps for proper adjustment reset your pedal.

I took the intake tube off and it spins freely and not much play at all. I am ordering gauges and will get them hooked up as soon as I get them. I need to go find a scanner to hook it up to. Code reads P ECU then P Done. I need to find out what that is.
