Turbo Drain Line?

Hello well last night i was changing my oil and when i too k oil filter off i seen there was a big metal line that comes out the bottom of my turbo and goes down back into the block is that a oil drain line for the turbo. When i seen it i seen that their was a 3 inch spot taken out of it where someone spliced it with a rubber is that bad?

is this on a 12 valve or 24 valve you speak of?

the 98 is a 12 valve and the 98.5 is a 24 valve
